One factor running through this strategic plan is a belief that if we are to build world class schools for a knowledge society then we must go beyond merely tinkering with existing structures; a paradigm shift is required.
We must put the responsibility for driving schools forward firmly in the hands of school leaders and their communities. The responsibility for learning must lie in the hands of our students. We must also radically re-think what a school is, where it is located and what it does. Hence the concentration on themes such as school leadership, governance, pedagogy and creativity.
This paper suggests ideas and strategies for bringing about the cultural changes that will lead to this paradigm shift in the short, medium and long term. Over one hundred schools affiliated to the Specialist Schools and Academies Trust were involved in its preparation.
The structure of the plan is based on the work of Brent Davies and Linda Ellison as detailed in 'Strategic Direction and Development of the School.' The content is based on the work of Brian Caldwell in ‘Leadership and Abandonment in the transformation of Schools’.
The plan assumes the reader is already committed to mastery of the fundamentals of any successful school: good behaviour; high standards and expectations; and the relentless pursuit of improvement.
